Can you please explain the sexual act and the elites?

Each of those happen in a separate fictional universe.

The Sexual Service Act is a set of laws passed more or less by popular vote (every man and woman of voting age was allowed to vote on whether or not to pass it). Every single woman who voted (in that world) voted to pass The Act. Oddly enough, some men actually voted against passing it. Basically it allows any man to have sex with any woman at any time and in any way he prefers. Women see it as a liberation of sexuality and a service to the community (or even humanity as a whole) among other things.

The Elite are a group of people with absolute sexual authority over every other person in the world. Whatever they choose to command or demand of a sexual nature from anyone else must be obeyed. The consequences of disobeying are purposely  never discussed in any of the stories. You can either assume there are no real consequences and that everyone just obeys the authority figures, or that the threat of consequences commands obedience. That’s left up to the reader. Commands can be immediate actions to be taken or even life changing daily routines that must be obeyed.
